Referring to the last paragraph of my

Despatch No. 116 of the 10th. instant, forwarding the Public

Health and Buildings Ordinance, I have the honour to transmit

the enclosed copy of a minute by the Colonial Secretary on

the subject of the necessity for adding an Engineer to the

Staff of the Public Works Department to assist in work under

the Ordinance and in the framing and carrying out of schemes

of improvement in the City.

There is no doubt that the new Ordinance

will considerably increase the work of the Public Works De-

partment, and I am satisfied that the Director of Public Works

will require assistance in connection with the working of the

Ordinance and that neither he nor any other Officer of the

Department has time to devote to the consideration of schemes

of resumption of Insanitary areas or to the supervision of

the laying out of such areas when resumed.

3.

I have therefore to ask your permission

to make provision in the Estimates for 1904 for an additional、

Executive Engineer at a salary of £480 to £600 per annum.
